The Wafi-Golpu Joint Venture’s Procurement and Supply function is committed to achieving an excellent standard of supply chain management and performance in all its business activities.

With adherence to all Wafi-Golpu Joint Venture Policies and Standards, the Procurement and Supply function aims to ensure that the Wafi-Golpu Joint Venture:

  • Secures goods and services at the required quality and standard from approved suppliers through the use of an open, transparent and fair competitive tendering processes, with the highest level of ethical behaviour.
  • Establishes business dealings and agreements that are satisfactory to both the Wafi-Golpu Joint Venture and the supplier; avoiding situations that may produce a conflict of interest.
  • Establishes relationships to the mutual benefit of all parties
  • Procure good and services from suppliers who operate with in accordance with the Wafi-Golpu Joint Venture’s health, safety and environmental standards.
  • Treats suppliers and their representatives fairly, courteously and without bias or prejudice.
  • Maintains confidentiality over all information proprietary to the parties.

Requirements

The Wafi-Golpu Joint Venture and its suppliers are each required to:

  • Follow the United Nations Convention Against Corruption and the Foreign Corrupt Practices Act (i.e., Anti-Bribery and Corruption and Anti-Money Laundering)
  • Be compliant with all Laws of Papua New Guinea
  • Be compliant with all regulations of the Papua New Guinea Internal Revenue Commission
  • Abide by Wafi-Golpu Joint Venture Standards, Policies and Procedures
  • Be adequately insured (including for public liability)
  • Be properly registered for GST and withholding tax purposes (where relevant) and be able to provide a Certificate of Competence
  • Seek independent legal and financial advice as required
  • Not engage in any collusion, anti-competitive conduct or any similar conduct with any other supplier

Local Supplier Participation

Participation by local businesses in the development and operation of major projects is a globally recognised enabling factor to successful project development within Papua New Guinea.

Local procurement and supply from a pool of capable, responsive and cost competitive local suppliers improves the Project’s business case by helping to reduce procurement costs across a range of quality locally available goods and services.

The Project will optimise total procurement expenditure on goods and services with local companies during the Construction phase, wherever they are proven to be competitive on cost, quality, and availability with foreign-sourced goods and services, and so long as their performance meets WGJV’s expectations.

The WGJV will give preference (subject to capability, capacity, quality and competiveness) to local suppliers, based on their proximity to the Project and their level of Papua New Guinean ownership.

Wafi-Golpu Procurement and Supply

The Wafi-Golpu Joint Venture Procurement and Supply function will execute contracting and purchasing according to the:

  • Use of best-practice market procurement frameworks and tools
  • Use of open competitive tendering (where fit for purpose)
  • Evaluation and Contract Awards according to Wafi-Golpu approved Standards, Processes, and Authority Limits
  • Post award application of approved Contract and Supplier Relationship Management guidelines
